Kabuli Pulao (Afghan Lamb & Rice)

Ingredients
- 1 1/2 teaspoons cumin seeds
- 1 teaspoon black caraway seeds (shahi jeera)
- 6 green cardamom pods
- 1 black cardamom pod (optional)
- 2 cinnamon sticks
- 6 garlic cloves
- 1/8 teaspoon ground nutmeg
- 1/4 cup salted butter
- 1/2 cup almonds, slivered or sliced
- 2 cups carrot, cut into matchsticks
- 3/4 cup black raisins, soaked in hot water 5 minutes and drained
- 2 tablespoons granulated sugar
- 1/4 cup neutral oil, plus 2 tablespoons
- 2 yellow onions, thinly sliced
- 2 lbs bone-in lamb shoulder or leg
- 4 garlic cloves, minced
- 3 teaspoons salt
- 1 teaspoon ground black pepper
- 6 cups water
- 3 cups basmati rice (Sella), washed and soaked 30 minutes
Steps
- Toast cumin seeds, black caraway seeds, green cardamom, black cardamom, and cinnamon sticks in a dry pan until fragrant.
- Grind the toasted spices with the whole garlic cloves and nutmeg to make a garam masala paste or powder; set aside.
- Melt butter in a pan and fry the almonds until golden; remove and set aside.
- In the same butter, fry the carrot matchsticks until tender, then remove.
- Add the drained raisins and sugar to the pan and cook briefly until glossy; combine with the almonds and carrots to make the topping.
- Heat the neutral oil in a large pot and fry the sliced onions until deep golden brown.
- Add the lamb pieces to the pot with the onions and brown on all sides.
- Stir in the minced garlic, salt, pepper, and prepared garam masala; cook for a few minutes until fragrant.
- Pour in the water, bring to a boil, then cover and simmer until the lamb is tender, about 1.5 hours.
- Remove the lamb and set aside; measure the remaining broth and add soaked rice to it.
- Bring the rice to a boil, then reduce heat, cover, and cook until the water is absorbed and rice is tender.
- Return the lamb to the pot, nestling it into the rice, cover, and steam on low heat until rice is fully cooked.
- Plate the rice, top with the lamb, and garnish with the fried carrot, almond, and raisin topping.
Notes
Bone-in lamb shoulder or leg is traditional; Sella basmati rice is preferred for texture.
